Once a research plan is complete, AI tools implement it and run a first evaluation of safety and expected impact using digital twins. That plan and digital-twin report go to the ICoN-PCL Evaluation Committee, which approves or rejects using criteria developed with the External Advisory Board, accounting for technical merit, user type, resources requested, and availability.
